Controversial new planning rules will be “improved” because they were “never intended to be a charter for inappropriate development in the countryside”, a minister has admitted at the Conservative Party Conferece.

Mr Neill said today at a fringe event at the Conservative Party Conference that the NPPF would be “improved” because ministers wanted to reassure people that the reforms would not see uncontrolled development across parts of rural England.
